I can change the desktop background image from my personal files but in previous OS versions I could add that option to the desktop image folder, so I have access to it in the future. First Create an another Admin account, i expecting that everything is find new new admin account.
Second solution is that you should go with the reinstall fresh copy of MacOS Without Deleting the Data.
