    I had (and sometimes still have) similar issue. On my XsMax.
    I tried reboot / hard and soft several times – issue still in play.
    I went to “Sounds – Hepatic” to ensure volume setting was set to max volume – still had issue – I toggled “change with side buttons” still had issue – I toggled “change with side buttons” off // the volume issue was resolved !!
    On occasion the low volume issue returns – I toggle the side button on and off and the issue resolves …. no idea why but it works !??!
