While you share your mobile data network to other devices via personal hotspot settings, You might get the popup like low data mode it enabled. Basic Step: Turn on WiFi and Bluetooth on the other iOS device to connect iPhone’s personal hotspot.
Step #1: Open the “Settings” app on your iOS 13 enabled iPhone.
Step #2: Tap “Cellular” and open “Personal Hotspot”.
Step #3: Select “Family Sharing”.
Step #4: Toggle on “Family Sharing”.
