Remove Contact Suggestions from the Share Sheet
If you are targeting any specific contact, then prefer this section of the article. They appear just above the applications, like AirDrop, Messages, Mail, WhatsApp, etc, when you open the Share Sheet. Here’s how to do it.
Step 1: Launch the Photos app on your iPhone > Select any of the photos.

Step 2: Open Photo and Tap on the Share button. Next, You should see the Contact Suggestions on Share Sheet; Touch and Hold the contact you want to remove from Share Sheet suggestions. Tap Suggest Less.

Step 3: Using the same procedure, Remove as many contacts as you want from suggestions. Using this process, we can Disable the Suggested Contacts Row from the share sheet.

How to Remove All Contacts from Share Sheet Suggestions on iPhone
Once you turn off Suggestions when Sharing, the iPhone won’t show any share sheet suggestions until you turn it back on.
Step 1: Launch the Settings App on your iPhone > Tap on Siri and Search.

Step 2: In the Next Screen, Tap Suggestion From Apple Menu > Toggle Off Suggestions when Sharing.

At the same time, from the Siri & Search screen, you can disable the Suggestions for Home Screen, Lock Screen, and Suggestions in Search, Suggestions in App Library.
