First, Turn off Touch ID (For Touch ID Compatible MacBook, iMac With Touch ID Keyboard), then Enable Free Downloads Settings as given below walkthrough.

1→ Go to the Apple Logo from the top menu > System Settings.

  • We can also manage it on Mac from System Settings > Touch ID & Password > Turn off toggle “Use Touch ID for purchases in iTunes Store, App Store, and Apple Books”. Now, your Mac will ask for a password instead of using Touch ID to Download the Free App or Purchases.

Next,

  • Free Downloads: Select “Never Require” or “Always Require“.
