Turn off Deleting app Restrictions iOS Settings
Follow the steps below and Turn off Restrictions for delete app from iPhone home screen,
- Settings app on iPhone/iPad.
- Scroll to Screen Time.
- Tap on Content & Privacy Restrictions
- Select iTunes & App Store Purchases
- Tap on Deleting Apps Set to “Allow“.
- That’s it. Now go back to Home screen and Try to Deleting App.
- Go to the Settings app on the iPhone.
- General > Restriction.
- Enter passcode and Enable Deleting apps toggle.
Rearrange App in 3D Touch popup

Go to the Settings app > General > Software Update > Check for update (Download and Install new iOS).
Restore to Factory settings
Take Backup iPhone
Connect your iPhone to iTunes via lightning cable. Go to iPhone Summary > Restore iPhone.
Click on restore confirm that will erase all data to default settings.
Now Setup as a new iPhone and use the old latest backup to date restore.
Now you can try with touch and Hold on Mail screen apps icon for Apps icon Jiggle or Wiggle on iPhone.
