Live Text-Supported Mac Apps
The live text doesn’t support third-party apps on Mac. For Example, A copy of Text from the picture while surfing on Mac’s Google Chrome, third-party Photo editors Software.

Reasons –
1) you have iOS 14 or Earlier iOS installed so your iPhone is not able to use the Live text feature.
2) Check the software version – Settings App – General – Software Update, please update your phone operating system Via Over-the-air update or using iTunes/Finder on Pc/ Mac computer.
3) Make sure your device not running with beta iOS. Remove beta profile and install the latest stable version of iOS 16.4.
4) I have iOS 16 installed but the live text feature does not appear. it is only available on iPhone with A12 Bionic and later.
